This, like so many issues, is not binary. Arizona guarantees property owners that their rights will not be reduced by the state without just compensation. This is also a guarantee in the 5th Amendment of our US Constitution. Arguments can be made that as a owner, a short term rental next door is not what I bargained for and thus my rights are being taken (not sure by the state but by my neighboring owner).
